Policy:
Article-I
WWCC & WWGC are non-governmental and non-political
companies set up which pushes the right button to apply
the formulation of planned procedures in the
reconstruction and rehabilitation of Afghanistan. WWCC
& WWGC are mainly concerned to render humanitarian assistance to
all Afghans and for the rehabilitation of Afghanistan
within its capacity.
Article-II
WWCC & WWGC are capable to apply
the planned helpful formulations involving what is to be
done, how it should be done, when and where it is to be
done, who will do it and how results are to be evaluated
to be acceptable for all Afghans and donors.
Article-III
WWCC & WWGC are mainly concerned
with carrying out the broad policies decided by the
Board of Directors.
Article-IV
As an implementing
partner WWCC & WWGC shall making
itself available to all donor agencies, governmental and
non-governmental parties.
Article-V
All activities, efforts
and any required action including operational, financial
and management of WWCC & WWGC are
non-political, non- governmental and non –profitable.
WWCC & WWGC are rendering all their
services without any discrimination and un- lawful
considerations.
Article-VI
WWCC & WWGC shall secure the operation of relief and
reconstruction activities in their operational areas,
through the influence of mutual understanding and direct
cooperation with existing local residents, authorities
and Shuras.
Article-VII
The legal position of
WWCC & WWGC shall be reviewed in
accordance with the laws prescribed in the constitution
of the legal Afghan government.
Article-VIII
In case of dissolution of
WWCC & WWGC, all the property and
assists of this company shall be transferred to a
Company having similar objectives or to the government
of Afghanistan as shall be decided by the board of
directors.
Article-IX
WWCC & WWGC board of directors shall adopt rules and
regulations including all aspects of administrative and
financial operation.

Article-XI
WWCC & WWGC shall be entitled:
To receive and accept
gifts, grants, aids, donations and to arrange, establish
and maintain funds, properties and assists by
subscriptions.
To provide and barrow any money and funds
required for their objectives and purpose on such
securities as may be determined. To improve, manage,
administrate, and develop its work.
WWCC & WWGC will attempt to
sell, lease, and mortgage or otherwise dispose off or
deal with all or any of its funds, properties and
assets.
To invest its funds in such securities, shares
debenture, capitals notes or otherwise in such a manner
as may from time to time be determined by WWCC & WWGC.
Article-XII WWCC
& WWGC book keeping system shall be
regulated as fallows:
Account books shall be
kept for all incoming and out going documents and
materials. The accounting system is to be according to
accepted international norms and standards. At least
once in year, the accounts of WWCC & WWGC shall be audited by professional auditors.
Accounting books and documents shall be kept at the
headquarters of WWCC & WWGC for the
ready inspection of all members of board of directors
and donors.
Article-XIII
All managerial functions
of WWCC & WWGC (decision making,
planning, organizing, staffing, leading, supervising and
finally controlling) are carrying out by their board of
directors. WWCC & WWGC shall have
six members of board of directors which is the ultimate
and heights source of decision making body. Members of
the board shall select, among themselves, a person as
the general director of the board with a simple majority
of votes for the period of five years. The board shall
appoint, from within the board, a person with sufficient
managerial capacity, as the general director of WWCC
& WWGC for a five years. In special
cases the board has also the right to appoint the
mentioned general director from outside the board. The
board has the power to remove, replace, or terminate any
member by simple majority. The board of directors meets
once every three months. Extraordinary meetings of the
boards shall be conveyed by ten days notice of the
general director or simple majority of the board members
.in case of absence of the general director one of the
members shall be chosen by a simple majority vote, for
each meeting as temporary general director. All the
internal activities of day to day operation are the
direct responsibility of the general director. The
general director reports to the board. In the meeting
which is held every three months, the responsible of
each branch should report their activities to the board
verbally or in writing manner upon which the majority
will discus and plan for the future. The general
director of the board should present the common policy
and foreign relations affixed during three months to the
board.
